The all wheel pickup design is for the All Nation Blomberg Trucks such that the inside mounting stud is drill and tapped for a 4-40 machine screw. It serves a dual purpose use of the brackets to not only facilitate the mounting of the wipers but also to mount the bolsters to the side frames and still allows for sideframe rotation.
The wipers must be cut to the proper length and formed to lay in against the back sides of the 40″ wheel sets. The bracket insulates the wiper pickups from the bolster and the sideframe, thus avoiding shorts. The brackets may or may not need to be tapped for the 0-80 screws that hold the wipers onto the brackets.
